Substitute Employee Management Services (SEMS)
This is a service that assigns substitute employees (including instructional and non-instructional personnel) to vacancies occurring in a subscribing school district. The system also records absences of incumbent employees. It is the responsibility of the subscribing district to hire and employ its substitute employees, and provide required data to the SEMS office so that SEMS can seek to assign the substitute to a vacancy occurring within the subscribing district. Reports are forwarded to the districts on a monthly basis. In general, individuals in need of a substitute call the Substitute Employee Management Service directly. SEMS will then place appropriate substitute personnel from a list provided directly by the district. Each district maintains control over substitute personnel employed in the district.
